This document is a letter written by Sayf al-Adl, a senior operational chief in al-Qa`ida, after the fall of the Taliban in Afghanistan. Al-Adl argues that the Taliban’s fall was a major setback for al-Qa`ida and that the group should cease “external activities” until it regroups.
