This document sets forth the goals and structure of the Military Committee, Political Committee, Information Committee, and the Administrative and Financial Committee. Qualifications are listed for different positions of the committee. The intent is to develop Al-Qa’ida as an effective force under the direction of leaders who are professionally capable, trained in Islamic laws, faithful to jihad, and loyal to Al-Qa’ida.
