This document is an announcement about looting and theft from people who claim to be members of jihadi organizations.   In light of the increase in theft and looting preceding this announcement, the author makes it clear that al-Qa’ida is free from all wrong doing in the matter of theft and looting.  Speaking on behalf of al-Qa’ida, he says that neither the nine people he mentions, nor any other guilty party will receive any mercy until they cease their muggings.
