The document mostly consists of a large number of invoices for money spent by al-Qaeda and the Islamic Union in Somalia and Ogaden to support training, living expenses, and military operations in 1993. The bulk of the document consists of short statements by al-Qaeda attesting to the fact that they have received money from the local al-Qaeda accountant (generally, but not always, Zachariah al-Maqdesi) or ‘Omar Tajuddin, Commander of the Preparation Branch.
