The first, hand-written part, discusses political difficulties facing Islamic nationalists, specifically the Oromo tribe (which constitutes the largest national group in the country). The second part is a typed report on the current political situation in Ethiopia. Adverse and favorable factors are explained, with the current government contributing to both in the author’s opinion. He writes that although not ideal, the government is more favorable to Muslims.
