This document is the will of the Emir of al-Layin and al-Mashahdah Sector. Abu-Tariq describes the state in his sector, including money or goods that are owed to the sector, information about the old battalions of fighters in the sector, and the names of people who are still working with al-Qa’ida. He is particularly critical of those who have joined the ‘Awakening Groups,’ which he believes have led many of his fighters to desert.
