This document is a collection of many administrative papers dated September 2000. They cover a range of administrative details concerning the administration of Al-Qa’ida camps in Afghanistan, issues raised by trainees in the camps, and interpretations of Qu’ranic verses. While answers are not given, the questions are remarkable for the breadth of topics which they cover and their bold, challenging, and at times naïve style.
